53. Abolishing all private commercial fishing lots under the abusive
control of large businesses. Citizens living around fishing areas are
encouraged to democratically form a fishing community in order to
conduct family-based fishing activities for their livelihood, and help
protect fishery and other natural resources. Democracy and sustainable
development for the country require that citizens whose livelihood
totally or partially depends on fishery have the right to manage their
own fishing lots under the technical supervision of relevant public
authorities.
