65. Enforcing absolutely free and full time primary and secondary
education in State schools.

66. Providing and administering student residence on university campus
with minimum boarding fee for students from rural areas.

67. Establishing a national scholarship system to assist all pupils and
students with learning potential, but of poor family background, to
further their studies to the highest possible level.

68.Increasing opportunities for capable students to undertake long-term
studies in all fields in western educational institutions. This overseas
study program is to be funded by a portion of international aid
earmarked for technical assistance and education.
