59. Privatizing the State rubber plantations through a transparent bidding
process, and on the basis of clearly defined terms of reference. Family-
owned small-scale plantations are to receive government incentives.
Rubber products can be freely transported, bought and sold within the
country (end of any kind of monopoly). They can be exported after
payment of applicable tax.
60. Raising the living standard for rubber plantation workers throughout
the country with decent wage, accommodation, and health care
facilities. The workers have their right to form a union in order to better
defend their interests like other workers in any other industry. Their
children are to receive proper schooling.
